1–20 unit landlords
Section 8 / HAP payments on DIY landlord software — split rent, offline HAP, ledger labels
For a 1–20 unit DIY landlord who already accepts Housing Choice Vouchers, the software job is ledger hygiene: show contract (gross) rent, record the PHA’s HAP deposit when it hits your bank, leave the tenant’s portion collectible online, and keep labels clean enough for audits and your CPA. Among the three DIY tools, RentRedi wins the named Section 8 workflow lane: dedicated help for Add Section 8 Payments and Create Section 8 Charges (synthetic “Section Eight” tenant role so HAP and tenant portion operate like two payers on the unit). TurboTenant wins the explicit offline method label lane: Record Payment offline with method Section 8 (alongside Check, Cash, Venmo, Zelle, etc.) plus education content for voucher landlords — but no published HAP-contract / HQS product module. Avail wins the free Record Offline + notes lane on Unlimited: Record Offline amount + Cash/Check (and notes) with remaining balance auto-calculated, or Edit Amount due / dual charges for tenant-only portal bills — with no dedicated Section 8 product feature found in public support. None of these replace PHA portals, HAP contracts, HQS inspections, or counsel on late fees when only the tenant share is late.
What this page is (and is not)
- Is: a side-by-side of published ways to bill contract rent, record offline HAP/ACH/check deposits, label methods/notes, keep tenant e-pay on their share, watch late-fee and Stop/Block/Disable traps, map free vs paid gates, and walk a worked SFH month on RentRedi, TurboTenant, and Avail.
- Is not: advice on whether to accept vouchers; a PHA application / RFTA / HAP-contract tutorial; HQS inspection guidance; rent-reasonableness or payment-standard math; a claim that any of these three DIY apps is purpose-built HCV software.
- Sequel note: Read with partial payments & credits (short pays and remaining balance), payment fees (processor costs on the tenant share), late fees & autopay, and accounting & Schedule E. This page is the voucher-money layer once you already take HAP.
- Uncertainty rule: Avail support shells are often JS-heavy — we cite indexed “Handle Partial Rent Payments” (Record Offline) and “Reduce Rent Charges Or Apply Credits”; confirm Cash/Check method list and whether a Section 8 method ever appears live. RR Create Section 8 Charges (Aug 2025) describes a dual-tenant pattern — map exact BOOK TO / charge split labels in your build. TT offline method list (Jan 2026) includes Section 8; education (Jul 2026) markets payment tracking for tenant + government dollars without a dedicated HAP module — do not invent one. Re-verify before you redesign a voucher SOP.
Definitions (read this first)
- Housing Choice Voucher / Section 8: Federal rental assistance (HUD program, administered locally). This page assumes you already participate; it does not teach how to join.
- PHA (Public Housing Authority): Local agency that issues vouchers, runs inspections, and pays HAP to the landlord.
- HAP (Housing Assistance Payment): The PHA’s monthly share paid to you (often ACH/direct deposit or check) — usually not paid through the tenant portal.
- Tenant rent portion: What the household owes you under the voucher. Often the only amount you want payable via ACH/card in the DIY tool.
- Contract rent / gross rent: The total rent agreed for the unit (tenant portion + HAP). Your books should usually show you collected toward this total, even if two different payers fund it.
- Offline / outside recording: Landlord manually logs a payment that did not clear through the vendor’s processor (PHA ACH, paper check, money order, Zelle, etc.).
- Ledger labeling: Payment method dropdown + notes/description so “PHA HAP Oct” is distinguishable from “tenant ACH” at export time.
- Recertification change: When the PHA adjusts HAP vs tenant share mid-lease — software must let you edit upcoming charges or amounts without inventing phantom balances.
Feature snapshot (verify on vendor pages)
| Capability | RentRedi | TurboTenant | Avail |
|---|---|---|---|
| Dedicated Section 8 / HAP product feature | Yes — help-center workflows: “How to Add Section 8 Payments”; “How to Create Section 8 Charges” (synthetic Section Eight tenant so HAP + tenant operate as two payers on the unit). Not a full HCV suite (no HQS/HAP-contract module found) | Partial — method label + education: Offline Record Payment method includes Section 8. Education guide for voucher landlords (screening, maintenance, “track payments from tenants and the government”). No published HAP-contract / HQS / recertification product module found | No dedicated Section 8 feature found in public support. Closest: Record Offline + notes, Edit Amount due, or dual manual charges. Listing copy sometimes says “Accepts Section 8” — that is marketing on a vacancy, not a ledger module |
| Bill contract / gross rent while tenant pays only their share | Two published patterns: (1) full rent charge + Add Payment for HAP then tenant pays remainder; (2) Create Section 8 Charges / dual-tenant setup so HAP and tenant portions are tracked as separate payers. Roommate-style individual charges also available | Charge full contract rent; Record Offline HAP (method Section 8) as partial/full toward that charge; tenant pays remaining online (partials on by default). Or create separate charges (HAP vs tenant) and mark HAP paid offline — confirm charge-send timing (monthly charges sent ~15 days before due) | Charge full rent → Record Offline HAP amount → remaining = tenant share. Or Edit Amount due down to tenant portion and track HAP only in notes/external books (weaker audit trail). Or add a second charge labeled for HAP (semimonthly-style manual charges) |
| Record offline HAP / ACH / check | Add Payment / Add Payment Received on the charge: amount, date paid, payment method, notes. Help explicitly lists Section 8 / HUD / voucher / housing authority as outside-payment use cases | Lease Payments → Record Payment (or Payments → Actions → Record Payment). Methods for record-keeping: Check, Cash, Venmo, Zelle, Cash App, PayPal, Section 8, Other. Optional tenant receipt email (usually skip for PHA money) | Record Offline on the charge: amount, method (published examples: Cash, Check), notes/receipts → remaining balance calculated. Label HAP in notes (e.g. “PHA ACH #… Oct HAP”) |
| Ledger labeling / categories | Payment method + notes on Add Payment; charge description / BOOK TO on charge create. Dual “Section Eight” tenant name makes HAP payer visible in unit tenant list. Export Tenant Ledger / Charges for audits | Offline method = Section 8 + notes on the payment card (tenant portal may show notes — avoid putting sensitive PHA IDs in tenant-visible notes if that matters). Paid Accounting Transactions can categorize bank deposits by property/unit | Charge description + Record Offline notes. No published “Section 8” method enum found — consistency depends on your note SOP. Report / CSV paths for received payments (confirm live) |
| Tenant e-pay for tenant portion only | After HAP is logged as Add Payment, remaining balance is what the household owes; tenant can pay (including partials per product). Individual/roommate charge scoping can hide HAP lines from the household if you split charges that way — confirm live | With partials allowed (default on), tenant pays their share toward the open charge. If you prefer tenant never sees full contract rent as “Amount due,” use separate tenant-only charges — confirm roommate/lease UI | Remaining after Record Offline is payable online. Partials allowed by default. No partials-only block while still allowing full e-pay — Stop Payments blocks all electronic scheduling for that lease |
| Late fees when HAP on time, tenant share late | Unpaid remainder after HAP posts can still trigger Late Fee Rules if rent looks overdue — HAP recording ≠ auto late-fee waive. Pause rules, waive fee charge, or structure charges so only tenant-portion lines are late-fee eligible (confirm live) | Auto late fees attach to monthly rent charges when overdue — short/remaining unpaid rent past your days-late setting can still spawn fees even if a Section 8 offline payment already posted. Delete fee or Create Credit if you forgive; align with lease + PHA rules | Late-fee automation follows Payment Settings grace against unpaid balance — verify whether a partial HAP offline stops or only reduces triggers. Do not assume “HAP cleared = month paid” |
| Stop / Block / Disable during disputes | Block All Payments (and product/blog partials controls) — see eviction handoff. Freezing e-pay does not stop PHA ACH; still record HAP offline if counsel says accept it | Disable Payments per tenant (stops online + scheduled; no auto-notify). Offline Section 8 recording may still be possible — policy is yours/counsel’s | Stop Payments blocks new ACH/card scheduling; pending/AutoPay may need Customer Care. Record Offline still available for landlord-entered HAP unless you choose not to |
| Free vs paid gates (HAP ops) | Section 8 Add Payment + Create Section 8 Charges sit on the paid flat collection product — no separate “Section 8 add-on” found | Offline Record Payment + Section 8 method documented on the landlord payment path (confirm Free vs Premium live). Deeper bank categorization / Insights = paid Accounting | Unlimited (free): Record Offline, Edit Amount due, partials, Stop Payments. Plus not sold as “unlock HAP recording” |
| What usually needs a spreadsheet / PHA portal | HAP contract PDF, recertification letters, abatement notices, HQS schedules — store in Documents Hub; amounts still keyed from PHA statements | Same PHA paperwork in lease Documents; bank deposit matching if you use Accounting Import Feed. No native HAP expected-vs-received variance report found | Same — lease attachments for HAP contract / letters; external sheet for expected HAP vs bank ACH if you need variance flags |

Workflow: set contract rent → record HAP → collect tenant share
- 1. Pick a charge shape and stick to it: (A) One monthly charge = contract rent; HAP = offline payment; tenant = remaining. (B) Two charges = HAP line + tenant line (RR dual-tenant / individual charges; TT/Avail second charge). Changing shapes mid-year confuses exports.
- 2. When the PHA deposit hits the bank: Same day, Add Payment / Record Offline / Record Payment with amount, date, method/notes (“HAP Oct — PHA ACH”). Do not wait for month-end.
- 3. Let the tenant pay only what they owe: Confirm the portal shows the remaining (or tenant-only) amount. Autopay should not try to pull full contract rent from the household — see late fees & autopay.
- 4. Watch late fees the week HAP posts early and tenant pays late: Open the charge after HAP; if automation still sees unpaid rent, pause/waive per your lease and PHA rules.
- 5. Recertification: When HAP/tenant split changes, edit upcoming charge amounts (or recreate dual charges) and note the effective month. Keep the PHA letter in the vault — document vault.
- 6. Disputes / legal holds: Freeze tenant e-pay if counsel says so (eviction handoff); still decide with counsel whether to accept ongoing HAP.
Deeper notes by tool
- RentRedi: Prefer the published Section 8 articles over improvising. For clean audits, the Create Section 8 Charges path (Section Eight tenant + unit charges) makes HAP deposits obviously non-household. For simpler books, one full charge + Add Payment HAP + tenant remainder also matches “Add Section 8 Payments.” Export Tenant Ledger PDF/CSV with method/notes before PHA or CPA asks.
- TurboTenant: Use method Section 8 every time — do not bury HAP under “Other” unless you must. Skip auto-receipt to the tenant for PHA money unless you intentionally want that email. If you run paid Accounting, book the bank ACH to the unit and keep the lease offline payment in sync so Insights is not double-counting — confirm your bookkeeping SOP with your CPA.
- Avail: Treat notes as your Section 8 label. Record Offline HAP before the tenant pays so remaining balance = tenant share. If you Edit Amount due down to tenant-only and never log HAP in Avail, your in-app rent roll understates income — track HAP in books deliberately. Stop Payments is for tenant e-pay freezes, not for rejecting PHA deposits.
Worked example: SFH — $1,850 contract / $1,200 HAP / $650 tenant
Single-family rental. Contract (gross) rent $1,850 due the 1st. PHA HAP $1,200 ACH lands on the 3rd. Tenant portion $650 due the 1st; tenant pays via portal ACH on the 5th (within your grace). Illustrative numbers only — not product fees or a real PHA schedule. Assume late-fee grace through the 5th.
| Step | RentRedi | TurboTenant | Avail |
|---|---|---|---|
| 1. Charge setup (before month) | Simple: Lease/Rent charge $1,850. Or dual: Create Section Eight tenant + charges so HAP $1,200 and tenant $650 are separate payers (help Aug 2025) | Monthly rent charge $1,850 sent on TT’s schedule (~15 days before due). Or two charges: “HAP” $1,200 + “Tenant rent” $650 with clear descriptions | Payment schedule charge $1,850. Or tenant-only $650 Amount due + separate HAP charge $1,200 (manual add, labeled). Or Edit Amount due strategy — prefer logging HAP in-app |
| 2. HAP posts (day 3) | Charge → Add Payment $1,200, date, method/notes “Section 8 / PHA ACH.” Remaining ~$650 on simple setup; or Add Payment on the Section Eight charge in dual setup | Record Payment → method Section 8, $1,200, date, notes “PHA ACH Oct.” Remaining ~$650 if one charge; or mark HAP charge paid offline if dual | Record Offline $1,200, method Check/Cash (or whatever matches your bank), notes “PHA HAP ACH Oct.” Remaining ~$650 |
| 3. Tenant pays share (day 5) | Tenant pays $650 online (or Add Payment if check). Charge clears. Confirm Autopay was not set to $1,850 | Tenant pays $650 (partials on). Charge clears. Optional: do not email a receipt for the HAP line | Tenant pays remaining $650 online. Reminders should reflect open balance after HAP offline |
| 4. Late-fee check | If tenant had waited until the 10th, unpaid $650 could still fire Late Fee Rules after grace — HAP on day 3 did not auto-waive. Waive fee charge if lease/PHA posture says so | Same: remaining unpaid rent past days-late can create an auto late fee on the monthly rent charge. Delete fee or Create Credit if forgiving | Payment Settings grace still watches unpaid balance — verify live after a HAP-only offline day |
| 5. Audit / CPA export | Tenant Ledger PDF/CSV shows $1,200 outside + $650 e-pay (and Section Eight payer if dual). Keep HAP contract in Documents Hub | Deposits/Charges CSV with method Section 8 + tenant ACH. Attach PHA letter on lease Documents. Optional Accounting booking of bank ACH | Received payment / schedule export + notes proving HAP. HAP contract PDF on lease attachments |
At one voucher SFH door, RentRedi wins if you want published Section 8 charge/payment articles and a dual-payer unit pattern. TurboTenant wins if a first-class offline method named Section 8 plus Free-tier recording is enough. Avail Unlimited wins if free Record Offline + notes cover you and you accept no native Section 8 module.
Free vs paid: who should upgrade for HAP ledger ops
- TurboTenant: Stay on Free if offline Record Payment + Section 8 method + CSVs cover audits. Budget paid Accounting only if you want bank Import Feed / Insights categorization of PHA ACHs — not because Section 8 recording is locked (per published offline-payment help). Confirm live matrix.
- RentRedi: Section 8 Add Payment / Create Section 8 Charges are collection ops on the paid flat product — no separate voucher SKU found.
- Avail: Stay on Unlimited for Record Offline + Edit Amount due + Stop Payments. Plus is not the unlock for logging HAP.
- None: PHA portals, inspection contractors, and counsel fees live outside the subscription. Processor fees still apply to the tenant’s e-pay share — see payment fees.
Cutover / export notes for auditors or switches
- Export expected vs received: Spreadsheet columns: month, contract rent, expected HAP, HAP received date/amount/method, tenant expected, tenant received, late fees, notes, PHA letter filename.
- Method labels do not migrate: TT “Section 8,” RR dual-tenant names, and Avail free-text notes will not become first-class objects in another PMS — rebuild opening balances carefully (switch checklist).
- Freeze dual collection: On cutover week, stop tenant portal pay in the old tool while PHA ACH may still arrive — record HAP once, in one system of record.
- Give auditors the pack: Ledger export + HAP contract + recent recertification letter + bank deposit screenshot for one sample month. Portal screenshots alone are weak.
- Income reporting: Contract rent is usually the income story; HAP + tenant are payment sources — align with your CPA on Schedule E presentation (accounting, owner statements).
Fit notes for 1–20 units
- Want published Section 8 help + dual-payer unit pattern: RentRedi.
- Want offline method literally named Section 8: TurboTenant.
- Want free-tier offline logging with notes only: Avail Unlimited.
- Hate late fees after HAP clears: Check the open charge the day HAP posts; do not trust automation to understand vouchers.
- Hate tenant Autopay pulling $1,850: Structure remaining balance or tenant-only charges before Autopay enrolls.
- Need HQS / HAP-contract / RFTA workflows: None of these three DIY tools replace purpose-built HCV software or your PHA portal — keep expectations honest.
Honest uncertainty callouts
- Avail support pages often render as JS shells — confirm Record Offline methods, report CSVs, and whether any Section 8 enum ever appears.
- RR Create Section 8 Charges steps (BOOK TO, which amounts land on which payer) should be walked once in a live/sandbox unit before portfolio rollout.
- Exact late-fee math after HAP-only offline (fee on full contract vs unpaid remainder) is rule-specific — test on one door.
- TT education markets government-payment tracking; that is not the same as a HAP variance module — we do not invent expected-vs-received dashboards.
- We do not invent PHA fund processors, automatic abatement detection, or AI “voucher compliance” scores inside these DIY apps.
